Jamise (Jay) Brown is the Founder and Chief Executive Officer of JSERV, a Minority Woman-Owned enterprise dedicated to advancing digital equity, strengthening climate resilience, and expanding access to safe, affordable housing. With over 34 years of senior-level experience in federal grants, contracts, financial operations, and organizational strategy, Jay leads JSERV with an approach grounded in innovation, empowerment, and sustainable impact.

 Jay champions AI automation training for adults 50+, supports communities in building climate resilience, and advocates for affordable housing pathways. Her leadership experience spans Smart Growth America, NCAI, NACCHO, PCORI, and the National Academy of Sciences, where she drove operational improvements, compliance excellence, and multi-million-dollar award management.

 Today she leads JSERV’s federal contracting strategy, national partnerships, and community-centered innovation initiatives.

Nobue (Boo) King is the Acting Vice President of JSERV, a Minority Woman-Owned enterprise advancing digital equity, climate resilience, and housing affordability. Appointed on January 1, 2026, she helps guide JSERV’s executive strategy, operational systems, and program expansion. With more than 10 years of experience leading high-impact projects across federal agencies, global programs, Fortune 500 operations, and nonprofit organizations, Boo is known for strengthening workflows, supporting senior executives, and driving cross-functional performance.

Her leadership background includes major roles at Smart Growth America, Amazon Web Services, the U.S. Department of Commerce, the U.S. Department of State, and Astron Wireless Technologies. She has managed international initiatives, built KPI dashboards, improved scheduling efficiency, led governance and conference planning, and spearheaded CRM and reporting system enhancements.

In her role as Acting Vice President, she advances JSERV’s three core priorities: • AI automation training for adults 50+ • Climate resilience capacity building • Housing affordability support A solutions-driven leader, Boo continues to strengthen JSERV’s infrastructure, partnerships, and national impact.
