Jamise Brown is the Founder and Chief Executive Officer of JSERV, a Minority Woman-Owned enterprise dedicated to advancing digital equity, strengthening climate resilience, and expanding access to safe, affordable housing. With over 35 years of senior-level experience in federal grants, contracts, financial operations, and organizational strategy, Jamise leads JSERV with an approach grounded in innovation, empowerment, and sustainable impact.

 Jamise champions AI automation training for adults 50+, supports communities in building climate resilience, and advocates for affordable housing pathways. Her leadership experience spans Smart Growth America, NCAI, NACCHO, PCORI, and the National Academy of Sciences, where she drove operational improvements, compliance excellence, and multi-million-dollar award management.

 Today she leads JSERV’s federal contracting strategy, national partnerships, and community-centered innovation initiatives. 

Angela Troy - Sr. Director of Programs & Partner

Angela Troy is a seasoned executive leader with extensive experience in operations, strategy, and organizational management. She is known for driving efficiency, strengthening compliance, and leading teams through periods of growth and change. With a results-oriented approach, Angela partners with senior leadership to align operational performance with mission, financial sustainability, and long-term impact.

Throughout her career, Angela has overseen complex initiatives involving cross-functional teams, risk management, and regulatory oversight. She brings a strong track record of improving systems, restoring organizational confidence, and implementing scalable processes that support both short-term goals and long-range strategy across federal and national highly regulated environments.

Angela is recognized for her collaborative leadership style, clear communication, and ability to translate high-level vision into actionable plans. She is passionate about building resilient organizations, mentoring leaders, and delivering measurable outcomes that advance organizational success.


  • Statement:

    The idea for this company began during COVID, when many organizations downsized and I was left without work for nearly a year. With over 35 years as a Grants and Contracts Professional, I developed expertise in reorganizing organizations and creating effective structures for those receiving awards for the first time. After another layoff in May 2025 due to budget cuts, I decided to form my own team of experienced professionals. Our goal is to help organizations facing budget constraints operate efficiently at a reduced cost. We’ve already started drafting proposals and hired a Vice President, and I am enthusiastic about what lies ahead.

EXECUTIVE BIO

Nobue King is the Vice President & Partner of JSERV, a Minority Woman-Owned enterprise advancing digital equity, climate resilience, and housing affordability. Appointed on January 1, 2026, she helps guide JSERV’s executive strategy, operational systems, and program expansion. With more than 10 years of experience leading high-impact projects across federal agencies, global programs, Fortune 500 operations, and nonprofit organizations, Nobue is known for strengthening workflows, supporting senior executives, and driving cross-functional performance.

Her leadership background includes major roles at Smart Growth America, Amazon Web Services, the U.S. Department of Commerce, the U.S. Department of State, and Astron Wireless Technologies. She has managed international initiatives, built KPI dashboards, improved scheduling efficiency, led governance and conference planning, and spearheaded CRM and reporting system enhancements.

In her role as Acting Vice President, she advances JSERV’s three core priorities: • AI automation training for adults 50+ • Climate resilience capacity building • Housing affordability support A solutions-driven leader, Nobue continues to strengthen JSERV’s infrastructure, partnerships, and national impact.

Big news is on the way—JSERV will soon be announcing our new Director of IT & Partner, Opio Boyd.

With a signed partnership agreement in place, Opio will lead JSERV’s technology direction across enterprise architecture, infrastructure, cloud, cybersecurity, identity & access management, IT governance, vendor management, documentation, and continuity planning—grounded in industry best practices like least privilege, defense-in-depth, secure-by-design, and zero trust principles.
